The Nigeria Public Procurement Certification Programme (NPPCP) provides a high quality internationally recognized procurement certification and training. The platform aims to equip professionals with essential skills, knowledge and expertise needed to excel in the dynamic field of procurement. The program is an initiative of the Bureau of Public Procurement (BPP) implemented through the SPESSE project and supported by the World Bank.

The program serves as a platform used by the BPP in achieving Section 5(k) of the Public Procurement Act 2007, particularly in capacity building and professional development. The NPPCP certification framework is structured across four progressive tiers, from Procurement Associate to Fellow Procurement Professional, providing a clearly defined career pathway for procurement practitioners at every level of experience.

Each tier is aligned with the Nigeria Public Procurement Certification Framework (NPPCF) and its delivery is through structured online module training, culminating in a certification examination that ensures a consistent, rigorous, and standardised approach to training and assessment.

About SPESSE & NPPCP

Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) Project is being implemented by the Federal Government of Nigeria with support from the World Bank. Recognizing the dearth of critical skills and existing gaps preventing reform and modernization in the nation, the Federal Government made a bold decision to build capacity in managing Procurement, Environmental, and Social (PES) Standards. Under the Procurement node, SPESSE has two components: an Academic Track handled by the Six Centres of Excellence (CEs), and a Professional Track handled by the Bureau of Public Procurement where officers are trained and certified online on Nigeria modules courses.
The role of BPP in SPESSE includes: building a National Capacity Strategy on Procurement; building a Certification Framework on Professional Procurement Cadre; delivering a globally recognized Procurement Professional Certification programme; deploying the NPPCP online interactive portal for training and certification; collaborating with the Six Centres of Excellence in Federal Universities; and enabling procurement best practices with International Certification Bodies such as CIPS-UK, ISM, and PPPAI.
The NPPCP is the online interactive Procurement Certification Portal launched on 30th April 2025 to train, certify and provide a learning environment for procurement officers in both public and private sectors. The programme is designed in line with the certification framework, broken down into four tiers: Tier 1 (Procurement Associate — Awareness), Tier 2 (Procurement Professional — Knowledge), Tier 3 (Advanced Procurement Professional — Skill), and Tier 4 (Fellow Procurement Professional — Mastery). The conversion/induction programme is a basic entry course into public procurement, mandatory for all who intend to join public sector procurement. It accommodates officers who may not yet possess the required professional qualifications. The NPPCP Programme, on the other hand, focuses on enhancing and building the capacity of procurement officers in both private and public sectors, enabling them to become true professionals. By successfully completing all tiers, participants gain the competence and recognition to compete at a global level.

Please go to https://nppcp.ng to register and provide the necessary documentary evidence to support your information. The Certification Support Unit (CSU) of the NPPCP will review your details and set you up for module learning.
No. It is a self-paced learning programme. However, on completion of your modules training, you will be scheduled for an examination date.
You will be trained on Nigeria Procurement modules broken down into five parts: Module 1 — Evolution of Modern Procurement Development in Nigeria; Module 2 — Ethics & Integrity in Strategic Sourcing; Module 3 — The Public Procurement Act 2007 and its Impact; Module 4 — Category Management in Contracting; Module 5 — Contemporary Issues in Nigeria Procurement Management. At the end of each module, you will take a quiz test to verify your understanding. The pass mark is 80% with three attempts.

Exams & Certification

The Certification Support Unit (CSU) of the NPPCP will notify you upon successful completion of your modules training on the date for your certification exam.
The certification exams are proctoring-based. Procurement officers can sit for the exams at any location of their choice subject to fulfillment of the NPPCP examination guidelines. During the exams, candidates are monitored from the backend of the portal and any candidate found to have infringed on the rules will have their examination disqualified and appropriate sanctions applied.
Yes. You will receive two sets of certificates: a Certificate of Completion of modules training, and a Tier Certificate.
Upon completion and certification of competency areas and learning roadmap, you can apply for a procurement practice license subject to: completion of Nigerian Module Certification, completion of at least 30 Continuous Professional Development (CPD) hours, and completion of the Ethics Test.
